Centre for Studies and Expertise on Risks, the Environment, Mobility and Urban Planning (Cerema)

Cerema's long-standing activities support local and regional authorities through a recently renewed objectives contract with the government. This involves offering a wide range of expertise to state and local entities, leveraging scientific knowledge and innovative approaches, particularly digital technology. Cerema operates across France with 26 locations and 2,500 employees in nine regional divisions, enhancing its effectiveness.

Government of Flanders - Smart Region Office

The Agency for Home Affairs facilitates Smart City projects for local governments in Flanders, Digital Flanders focuses on vendors and software developers and Flanders Innovation & Entrepreneurship on the private sector and knowledge institutions. The Smart Region Office facilitates smart communities within the ecosystem of innovation and digitalization in Flanders.

Innovation Movement VEFRESH

Since its inception in 2019, VEFRESH has closely worked with the leading Latvian cities Riga, Liepaja, public sector institutions -Ministry of Economics, Ministry of Environmental Protection and Regional Development, Ministry of Transport. In line with its founding members, VEFRESH has broad access to private businesses operating in the mobility and digitalisation sector.

Lithuanian Green Municipalities Network

Goals of the network: To bring together Lithuanian municipalities, industry, business, science, non-governmental organisations and civil communities in order to develop innovative technologies and solutions for Smart Cities.

Local Councils’ Association (LCA)

The Local Councils' Association of Malta supports its cities and municipalities in smart cities and digitalisation efforts through advocacy, networking and knowledge sharing. It works on enhancing local governance through digital innovation, promoting sustainable urban development and improving public services through technological advancement. The LCA fosters collaboration among local councils to tackle common challenges in digital transformation, aiming to create smarter and more resilient communities across Malta.

Local Government Denmark

KL - Local Government Denmark (KL) supports the 98 Danish municipalities by promoting and facilitating their digital transformation and smart city initiatives. It provides consultancy services, shares knowledge and best practices, clarifies legal issues including EU legislation and represents municipalities' interests at the EU level. KL also develops practical tools and guidelines, arranges events for municipal employees and politicians and offers platforms for dialogue to support the development of local communities through digitalisation. 

Local Government Management Agency (LGMA)

The LGMA has a long history of leading digitalisation in the sector and coordinates the provision of various IT systems for local authorities in Ireland. It provides the social housing system for 27 local authorities and the planning application system for 24 local authorities. It coordinates the financial management system for 28 local authorities and the HR/payroll system for all 31 local authorities. The LGMA is leading the implementation of an online planning applications system for all 31 local authorities.

Luxembourg Institute of Science and Technology (LIST) Digital Twin Innovation Centre

LIST is heavily involved in the development of smart cities and communities both locally in Luxembourg but also at the EU level, in particular through its implication in CitCom.ai as management entity for the project operations (i.e., AI experiments in cities and communities) and its role as representative of Luxembourg as Member State in the LDT towards the CitiVERSE EDIC.
