This online event was contacted as part of the Education and Capacity Building Working Group of Living-in.EU, in collaboration with the EU-funded project CommuniCity.

The main objectives of it were:

To showcase the CommuniCity manuals on open calls and piloting to Living-in.EU signatories

To explore in an interactive way the main factoring and enablish reason that practitioners face when launching or participating in open calls and pilots

To identify the difficulties and possible solutions for successful and impactful pilot initiatives

The European Commission has recently launched a new initiative to “Increase Digitalisation Awareness & Readiness of EU Communities”. The aim of this initiative is to support EU communities at the early stages or that have not yet begun their digital transformation journey by providing resources, best practices, and training to develop digital strategies.

The Association of Urban Municipalities of Slovenia – AUMS (Združenje mestnih občin Slovenije - ZMOS) is contributing to this initiative as a member of the Smart Communities Network: the network of networks endorsed by the European Commission, whose primary goal is to involve all EU local communities in the European green and digital transformation.

With the support of a consortium of organisations, our main goal is to organise a hybrid dissemination session and follow-up training sessions to engage with our respective cities and local communities and enhance the awareness and preparedness of our communities in their digital and green transition journey.

We are pleased to invite you to participate in our hybrid event on the 12th of September 2024 at 10:00 h CEST at Cukrarna Gallery (Conference Hall) | Poljanski nasip 40, 1000 | Ljubljana, Slovenia, thanks to the support of the Association of Urban Municipalities of Slovenia – AUMS (Združenje mestnih občin Slovenije - ZMOS).

We would be happy to welcome you in Ljubljana, but online participation will also be possible. The streaming link will be shared with those who register in advance.

La Comisión Europea ha lanzado recientemente una nueva iniciativa para "Incrementar la concienciación sobre digitalización y preparación de las comunidades de la UE". El objetivo de esta iniciativa es apoyar a las comunidades de la UE que se encuentran en los primeros estadios o en los comienzos de su viaje hacia la transformación digital, proporcionando recursos, mejores prácticas y formación para el desarrollo de estrategias de digitalización.

La Federación Española de Municipios y Provincias (FEMP) forma parte de esta iniciativa como miembro de la Red de Comunidades Inteligentes (Smart Communities Network): la red de redes avalada por la Comisión Europea que tiene entre sus principales objetivos concienciar e intentar facilitar el proceso de transformación digital, así como mejorar la conectividad y eficiencia operativa de las comunidades europeas en un mundo cada vez más digital.

Con el apoyo de un consorcio de organizaciones, desde FEMP nos complace invitarle a una sesión de difusión híbrida y a continuación sesiones de formación para interactuar con las ciudades y comunidades españolas, y así mejorar la concienciación y la preparación de estas en su viaje hacia la transición digital y sostenible.

La sesión de difusión tendrá lugar el próximo 18 de septiembre de 2024 a las 16:00 h CEST en el Palacio de Congresos, Madrid en IFEMA (Av. de la Capital de España, 5, Barajas, 28042 Madrid), gracias al apoyo de la Coordinación General de la Alcaldía del Ayuntamiento de Madrid, a través de su Oficina Digital que co-organiza junto a FEMP el IV Congreso de la RECI. What is the Living-in.EU Digital Assembly?

The Living-in.EU Digital Assembly is the political advisory body of the Living-in.EU movement. It is co-chaired by Mayor Lluïsa Moret Sabidó, from the City of Sant Boi de Llobregat, and CoR Member Mirja Vehkaperä, Chair of the City Board of Oulu. It meets once per year, and the annual event is the opportunity for all EU mayors, regional presidents, and other stakeholders to debate the political priorities of the movement and to provide strategic orientation in support of the twin green and digital transformation of EU cities and communities.

Theme for the 2024 edition of the Living-in.EU Digital Assembly

The overall theme of the event will be centred on highlighting regions’ and cities’ remaining needs for digital transformation, and on providing key messages to the incoming Commission. The panel ‘Digital innovation ecosystem with a people-centred approach’ will be articulated around two topics:

Fostering technological innovation (“city and region as a platform”): Speakers will discuss ways to facilitate technological innovation development to boost local economies and to support European regions in the modernisation of their economies, in line with the ambition of the cohesion policy investment, by giving public authorities a more active role in the innovation ecosystem;
People-centred digital transformation: Panellists will debate how to ensure a secure, inclusive, and democratic digital transformation which protects digital rights and helps bridging the digital divide to ensure that no one is left behind, in line with the mission letter of Commissioner Ferreira and the need to support the regions and people most affected by the twin transition.

The European Commission(EC) recently launched an online consultation on the Digital Europe Programme to gather feedback and proposed improvements from various target stakeholders,among which national, regional and local authorities. With a total budget of €8.168 billion, the Digital Europe Programme 2021-2027 represents one of the key European programmes to accelerate the deployment of key digital technologies and use cases in areas of public and private sector; and to build essential capacities and advanced skills in key digital technology areas.As foreseen by the programme, the EC is running an interim review of the programme to assess its effectiveness and introduce measures for improvement.

Objective of the session
This session will gather feedback from Living-in.EU signatories on the Digital Europe Programme and submit a collective reply to an online consultation launched by the European Commission. Representing over 175 signatories, Living-in.EU offers a unique platform to rebound the needs and challenges of local, regional and national public authorities across Europe. This stakeholder consultation offers the opportunity to gather feedback and proposed improvements from Livingin.EU signatories across Europe and submit a collective response.

The objective of this session is to gather the needs, challenges and proposed improvements of the Digital Europe Programme from Living-in.EU signatories during an online session. Inputs received will be collected and a joint response on behalf of Living-in.EU signatories will be submitted to the online consultation which will be open until 20 September 2024.

The UPM has an internal group which consist of the 12 IT directors and Smart City experts from their member cities. They work and meet regularly. They prepare to build common IT infrastructure and services project in the future. They work with working groups to specialise in digitalisation topics: e.g. remote work (create IT standards in the cities), the migration to cloud computing, IT infrastructure, the data governance, competition with business about IT workers, … They prepare input for the Ministry of Digital Affairs (e.g. 5G technologies) and they prepare the strategy to implement the AI-act and tools. New public task is that the UMP has to follow up the AI-act as one of the biggest organisations in Poland. The UPM is part of the Joint Commission of Government and Local Government, like all the other associations. The commission works in 11 problem teams of which one is on digitalisation and information (5G, digital infrastructure, blockchain, …)

Access Private Space

UPM, a foundation associating 12 large Polish cities, established in 1990. The goals of the UPM are: supporting the development of the local and economic self-government, promotion of initiatives and actions connected with creating and functioning of regional and local structures, in particular those created in metropolitan areas, collectively solve problem of big cities, cooperation with the state bodies and nationwide, foreign and international organisations, for increasing the role of metropolises in the country and in European integration. The initiative to create the UPM was born in the Institute of the Cities, established by the experts from the Civic Centre of the Society of Polish Urbanists. It was then supposed to be a forum for networking connection of the post-communist cities with democratic cities of Europe and the world. The initiators also noticed a fault in the then self-government reform which did not consider a significant diversity among municipalities. It was postulated that the maximum of tasks be delegated to municipalities and the big cities were the ones who could take the most of them. Thus the slogan “as much city, as much state”, in the spirit of which the Union was create.

Ecolyo provides citizens with access and control over their energy and water consumption

Ecolyo is a digital service that helps citizens to easily access and control their energy (electricity and gas) and water consumption. It provides them with an overview of their consumption via a smartphone or desktop app. Ecolyo also provides tips and challenges to change their behaviour and to reduce energy and water consumption.

Ecolyo is part of the personal cloud service provided by the metropolis of Lyon called Cozy Métropole de Lyon, which gathers other MyData services, such as an administrative vault called Mes Papiers.

The solution explained

Ecolyo is open-source software. The Metropolis of Lyon has committed to releasing the source code of the applications it develops or commissions. As such, any specific development is published on the public forge of Grand Lyon.

Citizens have access to their consumptions because Ecolyo connects with the energy distributors’ API. The requirement is to have a smart meter. Such smart meters are largely deployed in Lyon Metropolis territory. This solution has been developed and tested since 2020. It was deployed for over a year and is fully operative.

Lyon Metropole is committed to sharing this service, its developments and the experience gained from building the Ecolyo service. Therefore, the metropole has established this Guide to assist those who wish to do the same in their community.

The European data space for smart communities is an EU-wide action creating a cross-sectorial data space for governments on all levels (local, regional, national) and their providers to deliver the best possible services to their citizens by enabling interoperability to reach critical goals, including the Green Deal.

Cities and communities are in a unique position as they can be both providers and consumers of data and services. Hence, they have the potential to bring together a wide range of information in a harmonised manner to provide intelligence, and ultimately improve the delivery of services and quality of life for citizens and communities. However, the silos in cities and communities, the lack of interoperability and the ability to securely and efficiently share data together with the absence of effective business models make this harmonized flow of information difficult. Data spaces, intended as an infrastructure that enables data transactions between different parties of the data ecosystem based on the governance framework of that data space, address these challenges. They bring together a variety of data from different sources on local, regional, or national levels and act as an enabler of data-driven innovations like local digital twins.

At the EU level, there is currently an ongoing project on a European data space for smart communities based on the pilot action on Data Spaces for Smart and Sustainable Cities and Communities, which is part of the Living-in.EU ecosystem. This initiative is embedded in the Living-in EU movement.

On 16 September 2024, the European Commission is organising an Info day to present the Digital Europe call for proposals on Networked local digital twins in the EU (DIGITAL-2024-CLOUD-DATA-AI-07-DIGITALTWIN). This online event will be the occasion for the Commission to present the next funding opportunity for Smart and Sustainable Cities and Communities.

As part of the new European AI-Office, CNECT.A5 Artificial Intelligence for Societal Good will host the event. There will be the opportunity to network and present your ideas and proposals!

The call is launched on 4 July and will be open until 21 November.
