FEMP is an association of local governments in Spain (town councils, provincial councils, island councils, island cabildos, etc) for the purpose of representing the interests of local government to other government authorities. FEMP is the Spanish Section of the Council of European Municipalities and Regions (CEMR) and the official headquarters of the Ibero-American Organisation for Intermunicipal Cooperation (OICI).  

The "Smart Territories" initiative by the Spanish Federation of Municipalities and Provinces (FEMP) supports local community members in their digital transformation by promoting the use of innovative technologies. This programme aims to enhance the quality of life, increase efficiency and foster sustainability in Spanish municipalities and provinces through the strategic application of digital solutions in public services such as urban mobility, waste management, e-government and more. Key objectives include boosting technological innovation, improving service accessibility, encouraging citizen participation, optimising administrative operations, and promoting environmental sustainability. This initiative positions FEMP as a leader in national and international digital transformation efforts.
