The 2023 Digital Government Summit

It’s hard to believe digital government is barely 20 years old. But what next? These days, citizens, government agencies, startups, coders, benefit recipients, fonctionnaires – all are united in a complex, interlocking chain of supplier, user, dispenser, creator, regulator. What does it take to make this complex system work? And if we can identify that, how can we all come together to serve citizens better? How can we make this whole value chain more “interoperable” and “user-centric” in the jargon of the trade?

This high-level summit will open with a master class on digital government. Mykhailo Fedorov, vice prime minister for innovations, development of education, science and technologies, minister of digital transformation of Ukraine, will present The Diia Story, a deep-dive on Ukraine’s cutting-edge approach to digital government. The programme has contributed immensely to Ukraine’s resistance, giving citizens access to crucial government services and setting the standard for agile, responsive government – what DPM Fedorov and President Volodymyr Zelenskyy have dubbed “the state in a smart phone” and “the world’s first paperless government.”

Later, local leaders from 26 leading European cities will gather for a high-level debate and sharing of best practice on the cutting-edge of digital government at the local level. A fourth session will include the launch of The Interoperability Imperative, a new policy brief, and the unveiling of The 2023 UserCentriCities Award given to the best digital public service by a local and European government.
