Cerema, established in 2014 by merging eleven public expertise organisations, is a leading French public agency focused on urban planning, regional cohesion and ecological and energy transitions for sustainable cities and regions. With a workforce of 2,600, including 500 dedicated to research and innovation, Cerema offers multidisciplinary scientific and technical expertise to support the development, implementation and evaluation of public policies at national and local levels, particularly in areas critical to climate and ecological transitions.  

Cerema's long-standing activities support local and regional authorities through a recently renewed objectives contract with the government. This involves offering a wide range of expertise to state and local entities, leveraging scientific knowledge and innovative approaches, particularly digital technology. Cerema operates across France with 26 locations and 2,500 employees in nine regional divisions, enhancing its effectiveness. Its interventions, often initiated via calls for projects or agreements, aim to provide support and develop participatory processes, making results widely accessible. Cerema's digital efforts include creating open reference data, national maps addressing needs such as noise pollution and heat islands and establishing observatories like the coastal "Géolittoral" and a renewable energy observatory. Additionally, it contributes to European projects and the revision of the ISO 37101 standard, promoting data governance in smart city frameworks.
