What are Testing and Experimentation Facilities (TEFs) for AI 

Under the Digital Europe Programme, the European Commission is co-funding Testing and Experimentation Facilities (TEFs). TEFs are specialised large-scale reference sites open to all technology providers across Europe. Their objective is to support AI developers to bring trustworthy and secure AI to the European market. 

TEFs will support technology providers in testing and experimenting with AI-based soft/hardware technologies in real-world environments. By doing so, TEFs will be able to contribute to the implementation of the Artificial Intelligence Act by supporting regulatory sandboxes in cooperation with national authorities.  

Co-funding between the European Commission (through the Digital Europe Programme) and the Member States will support the TEFs for five years with budgets between EUR 40-60 million per project. TEFs will focus on four high-impact sectors:  

  • Agri-Food: project “agrifoodTEF” 

  • Healthcare: project “TEF-Health” 

  • Manufacturing: project “AI-MATTERS” 

  • Smart Cities & Communities: project “Citcom.AI” 

TEFs for Smart Cities & Communities - Citcom.AI 

The TEF for Smart Cities & Communities will test and experiment AI-based conditions in real-world conditions, targeting the development of cities and communities. Led by Citcom.AI, this TEF will help European cities and communities in the transition towards a greener and more digital Europe and in maintaining and developing their resilience and competitiveness. 

CitCom.AI is currently finalising a market report on the AI solutions and needs demanded by cities and communities across Europe. This report will be introduced during this webinar and later officially presented at the OASC conference taking place in January 2024.  

While cities and communities are not the primary beneficiaries of the TEFs, public authorities will serve as guide and validators of the AI solutions tested under the TEF.  

Accordingly, this webinar will give to Living-in.EU signatories an unique opportunity to better understand the TEFs for Smart Cities & Communities, share main needs and challenges related to the implementation of AI solutions, and getting insights into the next steps and opportunities for cities and communities to contribute to CitCom.AI.
