The Legal working group assesses contractual and legislative measures needed to provide cities and communities with a common EU framework for cross-sector and cross-border digital solutions.

In 2023, the Legal working group focused on supporting the development of standard contract clauses for the procurement of AI by public authorities, and understanding European legislative measures and policy proposals.

In 2024, the Legal working group will focus on:

  • Understanding EU legislative measures and policy proposals and their impact across cities, regions, and member states
  • Understanding the legal instruments available to speed up the implementation of multi-country projects to achieve the objectives of the Digital Decade (e.g., EDIC)
  • Exchanging best practices to tackle common legal challenges related to the scaling up of digital solutions
